Powell River Chamber of Commerce fonds. -- 1931-1990. -- 3.35 m. of textual records.

In 1931, a group of Powell River businessmen formed the Powell River District Retail Credit Association. The purpose of the Association was to establish a system of credits and to ensure that money owed to members by debtors was paid in an orderly fashion. The scope of matters considered by the Association gradually expanded to include other economic issues, and the Association applied to become a Board of Trade under the federal Board of Trade Act, receiving its charter in September 1933. The Board changed its name to the Powell River and District Board of Trade in 1942 to reflect that it represented the communities of Wildwood, Cranberry and Westview. It reverted to its original name in 1958 after the amalgamation of these communities into the District of Powell River. In September 1960, following the lead of the BC Chamber of Commerce and other local bodies, the Board of Trade changed its name to the Powell River Chamber of Commerce.
Since its inception in the 1930s, the Chamber and its predecessors served as a lobbying force for better roads, public health, and improved air and water transportation links to the Powell River area. The Chamber also lobbied for changes in business taxes and related legislation, conducted economic studies and presented various business seminars for its members. In addition, the Chamber also promoted tourism as a secondary industry for the area by means of constructing the Tourist Information Centre at Westview Wharf in 1963, assisting in the development of the local canoe route, and providing information about the area through answering inquiries and publishing brochures.

The fonds consists of minutes, constitutional records, newsletters, correspondence, membership records, financial records and files pertaining to affiliated organizations and various activities undertaken by the Chamber and its predecessors. Includes correspondence with the District of Powell River and other chambers at the regional, provincial and national level; subject files pertaining to local ferry services and other transporation issues, the construction of the Tourist Information Centre, economic studies and the proposed natural gas pipeline. Includes records of various Chamber committes, such as the Tourism Committee (formerly the local Tourism and Industrial Development Commission), Miss Powell River Committee and the Roads and Transporation Committee.

Minutes. -- 1931-1989. -- 64 cm. of textual records.
Prior to 1972, minutes of all meetings were filed together. After 1972, separate files were maintained for the minutes of general meetings and executive meetings.
Series consists of minutes of general and executive meetings of the Chamber and its predecessors. Includes agenda, reports and other supporting material attached to the minutes.

Series consists of annual returns to the federal government, bylaws, rules of order, committee guidelines and a copy of the 1952 Board of Trade Act.

The Chamber first issued a President's Newsletter in 1953 to remind members of meetings and inform them of issues related to Chamber interests. The newsletter appeared until 1972, and appeared intermittently until the creation of Chamber News in 1986.

Series has been sampled. All inquiries for the years 1967, 1977 and 1987 have been preserved to represented the whole. All other inquiry letters have been destroyed because of their volume and repetitive nature.



COMMITTEE SUBSERIES DESCRIPTIONS



Business Tax Committee. -- 1980-1984. -- 1 cm of textual records.
In 1980, the Chamber established a special committee to examine the issue of business taxes assessed by the District of Powell River and the means of reducing their impact on business in the community.
Subseries consists of minutes, correspondence, bylaws and brief of the Business Tax Committee.

Career Fair Committee. -- 1987-1988. -- 1 cm of textual records.
In 1987, the Chamber established the Career Fair Committee to coordinate a career fair aimed at grades 8 through 12 to promote various career options. The Fair was ultimately cancelled.

Crime Prevention Committee. -- 1982-1987. -- 2 cm of textual records.
In 1982, the Chamber established the Crime Prevention Committee to examine means of reducing crime in the community. It sponsored several summer projects, including an impaired driving study and a crime statistics study. It became inactive in 1987.

Education Committee. -- 1987-1988. -- 1 cm of textual records.
The Education Committee was established by the Chamber to examine quality of education issues as well as property taxes for schools.

Administrative history unavailable.
Subseries consists of correspondence of the Highways Committee, primarly pertaining to the Dogwood Trek from Powell River to Squamish, a hike to promote the possibility of a highway link between the two cities.

Miss Powell River Committee. -- 1972-1980. -- 6 cm of textual records.
From 1977 to 1980, the Chamber sponsored the Miss Powell River pageant, a contest previously coordinated by the Powell River and District Agricultural Association.
Subseries consists of minutes, correspondence, notes and judge's forms of the Chamber's Miss Powell River Committee. Includes records prior to 1977 during the period when the competition was sponsored by the Agricultural Association.

Roads and Transportation Committee. -- 1963-1972. -- 3 cm. of textual records.
The Roads and Transportation Committee was established by the Chamber to examine transportation links with the Powell River area, including roads, ferries, airports and harbours.
Subseries consists of correspondence, reports and subject files of the Roads and Transporation Committee. Includes subject files pertaining to ferries, roads, airports, harbours and the highway sign.

Subseries may include records of other transportation-related committees of the Chamber.



Tourism Committee. -- 1968-1989. -- 60 cm of textual records.
In 1968, the District of Powell River passed Bylaw 536 to establish the Tourist and Industrial Development Commission. Funded by the District, the Commission was designed to attract new industries and tourists to Powell River. To accomplish this task, the Commission operated the Tourist Information Bureau during the summer months, published brochures promoting the area, and solicited convention and tour business. In 1978, the Commission's terms of reference were revised to remove responsibility for industrial development, and it became the Tourist Development Commission. Following negotiations between the Chamber and the District in 1984, the Commission was restructured as the Tourism Committee of the Chamber of Commerce, with the mandate to promote tourism in Powell River and district.
Subseries consists of minutes and agenda, correspondence, visitor statistics and subject files pertaining to the activities of the Tourism Committee and its predecessors. Includes subject files on ferry services, promotional events, advertising, Sea Fair celebrations, the development of the 1984 tourism strategy, and relations with various tourism-related organizations.
Title based on contents of the subseries.
Sea Fair files are those of Al Mantoani, who served as both the chairman of the Tourist and Industrial Commission as well as a director of the Sea Fair Festival. Records of both organizations may be mixed in the files.


Visitors Development Committee. -- 1965-1967. -- 1 cm of textual records.
The Visitors Development Committee was established by the Chamber ca. 1963 to promote tourism in the Powell River area through publicizing local events and facilities.
Subseries consists of reports, correspondence and minutes of the Visitors Development Committee.

Welfare and Social Services Committee. -- 1958-1961. -- 1 cm. of textual records.
The Welfare and Social Services Committee was established by the Chamber to examine social issues such as housing, public health, and access to dental and chronic care services.
